## Research seminar proposal

**Subject: Research seminar proposal: insurance, offshore credit and legal visibility**

Dear colleague,

My book, *Insurance-Backed Offshore Liquidity: Financial Law, Trust Governance and Regulatory Visibility at the PRC-Hong Kong Interface*, was published open access by University of Groningen Press on 6 November 2026.

I would welcome the opportunity to discuss it with your research group. The book examines how policy rights, offshore credit, trust and company governance, and institutional information connect within a transaction. It asks which legal rule gives an established fact a consequence, and whether the institution responsible for a decision can obtain and use the evidence it needs.

A seminar could focus on legal method, trust governance or financial regulation. I have suggested short readings below so that participants can engage without reading the whole book. I would particularly value discussion of the method's limits and of competing explanations. The analysis is doctrinal and uses constructed transaction files; it does not establish the prevalence of the arrangements described.

If this would fit your programme, I would be pleased to discuss a suitable format.

With best wishes,

Albert Tan Sin Hon

## Proposed seminar description

**Title: Following the transaction: rights, governance and institutional information**

An insurance policy can support credit while the policyholder, borrower, trustee and company occupy distinct legal positions. This proposed seminar examines how a lawyer can connect those positions without assuming that economic continuity establishes ownership, control or liability. A second question concerns institutional information: who holds the relevant records, through which lawful route can another institution obtain them, and for what decision may it use them? Discussion draws on the book's method and constructed files. Participants can test an inference, identify the rule and evidence it requires, and explain where a defensible conclusion must remain open.

**Possible formats, subject to agreement:** a 45-minute research seminar with 20 minutes of presentation and 25 minutes of discussion, or a 90-minute reading group with a short introduction, small-group work and plenary discussion. These are proposals, not scheduled events or commitments about availability.

## Reading group invitation

I would be glad if colleagues working on financial law, trusts or comparative legal method wished to discuss a short section of my new open-access book, *Insurance-Backed Offshore Liquidity*. The readings above offer three possible starting points. Each invites a focused question about the relation between a transaction's economic history, its legal positions and the evidence available to a decision-maker. Critical responses and alternative approaches would be most welcome.
